Jeffrey Ellins earned his B.A. in Political Science from California State University, San Diego, in 1972.
A recognized pioneer in regulatory compliance and third-party administration, Mr. Ellins has helped shape the evolution of DOT drug and alcohol program management nationwide. Prior to founding DATCO in 1994, he co-founded California Computerized Vehicle Registration, Inc., a technology leader serving more than 1,000 clients nationwide which was later acquired by ADP.
Through his vision and leadership, DATCO emerged as an early national provider in the developing field of DOT compliance. Widely respected as a mentor and industry authority, Mr. Ellins’ legacy is defined by innovation, integrity, and a commitment to advancing safety standards across the country.

Michael Ellins earned his Master of Science in Digital Media from the University of Southern California, following a background in marketing and digital strategy and building on his Bachelor’s degree in marketing from Menlo College.
As part of the next generation of leadership at DATCO Services Corporation, Michael focuses on advancing the company’s digital infrastructure and long-term growth strategy. His work centers on modernizing compliance through technology, including the development of client portals, data-driven dashboards, and scalable digital systems that enhance transparency and operational efficiency for employers nationwide.

With over 15 years of experience in the medical and regulated drug and alcohol testing industry, Christina Pennington brings deep operational expertise and steady leadership to DATCO Services Corporation.
As Director of Operations, Christina oversees DATCO’s national collection network and ensures every aspect of service delivery meets strict DOT and federal compliance standards. Her work includes regulatory oversight, collector coordination, quality control review, laboratory collaboration, and alignment with Medical Review Officer processes.
Christina is widely recognized within the organization as a subject-matter expert in DOT testing procedures and Drug-Free Workplace program administration. Her attention to detail, commitment to compliance, and hands-on leadership style ensure that clients receive accurate, defensible, and timely testing services.
